Jeff Barnett

President

Chief Barnett has more than 32 years of public service. Beginning at the age of 18, Chief Barnett became a firefighter and Emergency Medical Technician working for the local fire and ambulance services. He continued his fire and EMS training and became both a state certified firefighter and a Paramedic while pursuing his college degree and attending the police academy. At age 20, he achieved his childhood dream of becoming a police officer. He has continued in these professions throughout his public service career. He holds a Master Peace Officer certification from the Texas Commission on Law Enforcement, as well as numerous advanced level licenses and certifications. He is a graduate of both the FBI National Academy (199th) and the Texas Leadership Command College (42nd).  

Dr. Barnett holds a Doctor of Business Administration degree in Criminal Justice from Northcentral University, as well as Master of Science and Bachelor of Science degrees from LeTourneau University. He has served as the Chief of Police at the Kyle Police Department since 2011, where he has implemented numerous community policing efforts, such as the Citizen’s Police Academy, Community Policing Officers, the Mental Health Officer, Juvenile Services Officer, Citizens on Patrol and the Victim Services Unit; all in an effort to greatly improve services and communication with the community.  

The City of Kyle, with a population of approximately 60,000 residents, is situated approximately 15 minutes south of downtown Austin, Tx along IH-35 fully within Hays County. The city and the area are identified as one of the fasted growing regions in the United States with an expected city population reaching 200,000 by 2035. The Kyle Police Department, with a staff of 121, serves the growing community and the 130,000 daily commuters and visitors.   

Glen Koen

1st Vice President

Chief Glen Koen is a graduate of Round Rock High School and the University of Texas in Austin (UT). Additionally, he graduated as valedictorian from the West Point Leadership Academy. Chief Koen served in a variety of law enforcement roles with UT over the past two decades, including patrol officer, sergeant, detective sergeant, inspector and academy commander. He was one of the founding members of the System Rapid Response Team, a unit created to handle critical incidents for the UT system. He most recently served as Assistant Police Chief with the Mukilteo Police Department, which is a community just north of Seattle in Washington state. In that role, he also served as the Commander of the North Sound Metro SWAT Team, which is a multi-jurisdictional tactical team serving a population of around 370,000. 

Bo Kidd

The City of Buda Police Department was founded on October 20, 2010 to provide an increased level of crime prevention and public service to the Citizens of Buda. Bo Kidd, a former Captain with the Hays County Sheriff’s Office, was selected as Buda's first Chief of Police. Chief Kidd along with ten other officers and support personnel began operations as one of the newest police departments in the State of Texas. The department’s initial staff consisted of one chief, one detective, one traffic officer, six patrol officers, one administrative manager, and one animal control officer, all of whom had previous law enforcement experience serving in the Buda area. The Buda Police Department takes pride in their continued service to the Citizens of Buda.

Having served our community for over 17 years, and as Interim Police Chief for the past year, her unwavering loyalty and commitment to Rollingwood are unmatched,” Mayor Gavin Massingill said in a statement. “With an intimate knowledge of our community, she brings a unique perspective to the role, ensuring that our law enforcement efforts remain tailored to our specific small-town needs. Her promotion is a testament to her leadership skills and exceptional dedication. I have no doubt that under her guidance, our police department will continue to foster safety, trust, and harmony within our community.”

According to the city, Muñoz joined the RPD in the early 2000s following several years as a civilian employee with the Round Rock Police Department. She worked her way up the department's ranks to a leadership position over the years and has specific training related to mental health.

Ryan Phipps

2nd Vice President

Chief of Police, Manor Police Department

Chief Ryan Phipps is a seasoned law enforcement professional with over 20 years of experience, currently serving as the Chief of Police for Manor, Texas. A native of Northwest San Antonio, he began his career by completing the Basic Police Officer Course at San Antonio Community College. Committed to continuous learning, he has completed advanced training through the Law Enforcement Management Institute of Texas at Sam Houston State University. 

In 2022, Chief Phipps earned FBI-LEEDA Certification, leading the Manor Police Department to become one of only eight FBI-LEEDA-certified agencies in Texas with full command staff certification. He holds a Master Peace Officer Certification from the Texas Commission on Law Enforcement (TCOLE), along with credentials as a Police Training Instructor and a Sexual Assault & Family Violence Investigator. Additionally, he serves as a Threat Liaison Officer (TLO) with the Austin Regional Intelligence Center (ARIC) and has multiple certifications from the FEMA Emergency Management Institute.

 With over 17 years in a supervisory role at the Manor Police Department—more than nine of those as Chief—he oversees a team of 52 employees. Under his leadership, the department has advanced community policing initiatives and operational efficiency.

 Chief Phipps is an active member of numerous professional organizations, including the Texas Municipal Police Association, the Texas Police Chiefs Association, and the International Association of Chiefs of Police (IACP), where he has served on the Victim Services Committee since 2018. Locally, he plays a key role in community engagement as a member of the Manor Lions Club and as a board member for the Center for Child Protection, Friends of Manor Parks, Keep Manor Beautiful, and the Manor Chamber of Commerce.
